What it SHOULD do is halt all boarding actions entirely at the cost of engine speed and weapon reload. It's a useful mechanic for necrons (awakening warriors) because they can teleport into a gascloud before using it. for the rest it's just a big bullseye painted on their hulls. the difficulty setting is mostly about off screen invasions on your systems as it changes the Threat levels everywhere.
